			<content:encoded><![CDATA[<p><span style="font-size:x-small;">If the current political scenario concludes as the media expects, e..g., with Obama as the new president, there&#8217;s a good chance that security organizations will have a difficult time practicing preemptive security.</span></p>
<p>I say this because the administration will be more socialist than previous administrations, and we have already been subjected to a &#8220;hands-off&#8221; policy by Obama and his campaign when investigations and subsequent commentary pointed out the discovered problems.</p>
<p>Inasmuch as Obama wants to make the country one in which everyone is fair and kind, what will be the result of security organizations taking appropriate steps when information is gathered that indicate a crime or crimes are or may be about to be committed? Will that action be deemed as &#8220;politically incorrect&#8221;? Will<br />
security&#8217;s hands be tied in fear of stepping on someone&#8217;s &#8220;rights&#8221;?</p>
<p>Conversely, will Obama&#8217;s administration, which shows all the signs of being strongly socialistic (liberal fascist), use security organizations as a tool in preempting dissent against said administration? This is not far-fetched &#8211; just review the political history of the Wilson and FDRoosevelt administrations.</p>
<p>Of course, the above may all be needless concern, but I, for one, believe that security organizations play an important role our country&#8217;s internal security &#8211; for the businessman, home owner, and citizen. If the private sector security organizations were to be used in any other, this Republic will be in jeopardy.</p>

			<content:encoded><![CDATA[<p>Over the years, I have had the opportunity to examine the effectiveness of night video surveilance: in using night time video surveillance during my past work as a private detective, as a consultant to end users, and as a security expert in civil litigation.  Leaving out my own use of the technique, the common thread I have found &#8211; and still do find &#8211; is the failure of those using video for night time surveillance to update their equipment.</p>
<p>Video surveillance, whether used in real-time reporting or as an event information capturing system, is only as good as the equipment being used.  As simple fact statement, but one which often seems to be ignored.</p>
<p>In the old days of security video &#8211; the mid-eightys  to the end of the ninetys, I produced many forensic videos shot during the dark hours, both during clear and not so clear nights.  Ambient lighting and/or the range of camera lights, plus whatever digital low lux capabilty the video camera had to be figured in to allow me to push the viewing distances as much as possible.</p>
<p>Today&#8217;s cameras solve many of those problems for the user. Low light cameras with the ability to extend readable distance 300 yards or more are available at reasonable cost. Outdoor light systems for outdoor premises of industrial, commercial, and institutional video subjects are plentiful.</p>
<p>You may have some great motion activation software for you surveillance cameras, but if they can&#8217;t see what they should, you are just wasting your time &#8211; and money.</p>

			<content:encoded><![CDATA[<p>In the 1970s, Oscar Newman&#8217;s work on preventing crime in multi-dwelling buildings in Staten Island/New York produced a pretty good set of standards for similar premises in today&#8217;s world, albeit with a bit of new technology added. And over the past three decades, the idea of having a &#8220;siege mentality&#8221; was something that was looked at with some derision. I believe we all thought that really building a moat around your castle wasn&#8217;t a necessary task.</p>
<p>It seems, however, that those &#8220;innocent days&#8221; are behind us.  What with a growing number of home robberies (or home invasions, as they are euphemistically called), some multi-dwelling locations have become prime examples of siege mentality.</p>
<p>An article in today&#8217;s paper describes what has been done in Los Angeles. The Steel Plaza senior retirement complex has been designed to be &#8220;drive-by (shooting) proof&#8221;, using an elevated courtyard with high walls.  An earth bunker to shield visitors from possible drive-by shootings has been built in a local park, and a single parent residential facility has apartments above ground level (remember some history &#8211; residents of London, and possibly other town in 1600 England, lived on the second floor of their homes, with a &#8220;busybody mirror&#8221; set outside of a window so people at their doors could be seen), security cameras at all entrances, and a courtyard surrounded by buildings..</p>
<p>Times sure are changing, and architects, who have not always paid a lot of attention to security, appear to have finally realized that there is a real need for security in certain high risk demographic locations.</p>
<p>Granted, already established single and multi-dwelling locations may not be able to fortify their local neighborhood with these modern moats, but everyone should find a reasonable way to secure their homes. It is a cryin&#8217; shame, however, that initiatives such as those taken in the Los Angeles neighborhoods are necessary &#8211; but the fact is they do exist, and taking intelligent security steps to protect yourself and your family is not only reasonable but necessary .</p>

<p>Each of these attitudes towards security come from the individual&#8217;s personal feelings and perceptions. Unfortunately, even though that combined attitude may make a person or business feel good, it demonstrates a fear of examining reality.</p>
<p>Perceived security as oppose to real security is no security. Wishing to be safe and secure &#8211; hoping that you are safe and secure &#8211; are the dreams of fools.</p>
<p>Take an active role in your security process. Make sure that what is being done is reasonable and has a high preemption/denial/deterrence value.</p>
<p>Security is your responsibility. Some folk believe that all security should be turned over to others &#8211; the  government or the private sector. Letting either control your security without your input &#8211; delegating to others duties which are yours alone, or delegating duties without oversight &#8211; is also dangerous to your welfare.</p>
<p>Therefore it is imperative that you understand what security is &#8211; how it affects your life &#8211; how it should function &#8211; so that you may know when actions taken are or are not in your own best interest.</p>

I know that it has been said that not having a policy can be helpful when the organization is a defendent in civil cases, but reasonable thinking would dictate that some form of a standard operating procedure should exist.</p>
<p>There&#8217;s no question that having a security procedure manual creates a bit of work &#8211; after all the manual has to be read by all security personnel, and has to be revised on a regular basis &#8211; if not all, then certainly those parts which are demonstrated, in real time, to have a need for revision. Too often, however, the manual gathers dust in the security office, nobody reads it after the first reading by new security officers, and maybe it is reviewed and revised following a lawsuit against the company.</p>
<p>Which is really amazing &#8211; here we have an department designed to protect the company, but one which fails to make sure all of its procedures are up to date and followed by line and staff personnel. Talk about &#8220;broken windows&#8221;&#8230;!</p>

		<description><![CDATA[These comments probably do not meet the accepted standards of "political correctness", but as a security professional, not being blunt would be a form of security malfeasance.  Preemptive security means recognizing and acting against known or reasonably probable threats, so, read on.


First, a recant of a previous blog from June 7, 2006:

The Battle Ahead

The United States has been the predominant world power since WWII. That reign is under attack from a number of different quarters, Not that the USA has always been the generally most popular place on earth, but we have always been able to maintain our position as the world leader.

Now, most probably because of globalization, an effect of the Internet, many countries are stepping forward to become the dominant world power, or, if not the dominant power, a power to chip away at the United States.

Unfortunately, as far as the public may be concerned, this country is not doing much about maintaining its position. Too much time is spent on meaningless subjects - gay marriage, abortion, and similar kinds of perceived problems. Unfortunately, the most important item on our leadership's agenda is getting re-elected, and that is not always in the best interests of the United States.

Iraq has been an example of getting involved in a project without planning how to control it. Listening to various media reports, reading newspapers and commentaries, can't help but make a thinking individual understand that we really do not have a plan to maintain world power. This is a perception which is of no use to us.

So. What are we going to do?

As one of those people specified as "senior citizen", I have been around long enough to clearly see the defects in not only our own society, but those of other Western Nations.

It is plainly clear that we have a very serious problem with two immigrant groups in this country, one of which is creating untold problems in other parts of the world.

Forget about illeral immigration for a while - and let me say at this time, I'm not against legal immigration of those who wish to take advantage of the opportunities our great country has to offer. It is the kow-towing to the wishes of the illegal immigrant which cause me great concern.

At the same time, I cannot understand how, or why, the United States - and let's include Britain and France in this equation - allows, not only allows, but works to appease, the wishes of Muslim immigrants who want to change the American (Bristish French, etc.)society into one of their design.

These people left whatever country in which they originated. Let me make a hypothetical - the Mexican and Muslim immigrants (Muslim as a group since they come from many countries) desired to emigrate to The United States to take advantage of economic opportunities - but economic opportunities only. Because in their hearts, their was no desire to become Americanized, but to help develop a base upon which to build a Islamic society.

This hypothetical may not be off-base. Continually, there are news reports of those following the Islam religion using their religious beliefs to create changes in the life of the country into which they have moved.

Cashiers at Target stores refusing to take care of customers buying pork products, cab drivers refusing to take aboard fairs who may have been drinking because , in their religion, alcohol is a no-no. Women refusing to remove head coverings for driver license photographs, ad on infinitum.

And do our local, state, and federal governments tell these people that they will not support them in clinging to their home country behaviors? Of course not.

Today is Independence day - when we should celebrate - and remember - what this country is supposed to be about. A country free from governmental, religious, and foreign dictates about how the individual citizen should live. When one group attempts to subvert the rights of others, that group should be shut down, and removed. We cannot have a United States of America, or a Free France, or a Free Britain, if immigrants coming into this country in search of the opportunities available to them, use that opportunity to promote their brand of life.

Nowhere do we see Muslim/Islamic groups decrying anti-social behaviors of fellow Muslims, such as those which occurred a couple of days ago in London, and in Scotland. That silence only shows tacit approval for what was done, and what will be attempted again.

Unless we all want to wake up one day and find ourselves in the hands of a theocratic Muslim state, our political leaders must have to willingness, and strength, to stop this creeping Islaminization of the country - and the world.

As a republic, we respect the rights of others, but that respect must stop when the so-called rights of others can lead to our destruction. And that is what is called good preemptive security. 

As a democratic republic, we have to be careful of how this task is accomplished. Unlike other countries, we cannot, and should not, rid ourselves of destructive forces through arbitrary executions, suicide bombings, and other devices used to destroy democratic institutions by those who believe they have no place in their society.  Our federal government is assigned the task of p[rotecting our borders and our society, and this should not be understood only in the literal sense.
